Break-Even Factor (BEF)
The Break-Even Factor was approved by the Bureau of Workers’ Compensation Board of Directors in March 2009 as part of a comprehensive rate-reform plan. The rate-reform plan also included approving a reduction to the maximum group discount for the 2009 rate year from 85 to 77%. The approval allowed the BWC Administrator to apply an adjustment factor of 1.311 to an employer’s group rated experience modification (EM), which is used in the premium rate calculation. With the inclusion of the BEF for rate year 2009, the maximum attainable discount was 70%. Due to further BWC rate reform efforts the maximum discount available has been reduced from 77 to 65% for the 2010 rate year, which will remain in place for the 2011 rate year. In addition to this reduction, BWC has also applied a “stratified” Break-Even Factor (BEF) for all group rating participants. Based on these changes the maximum group discount available for rate year 2011 is 51%.
